A message can remain in Outbox because of connectivity, authentication, a large attachment or an account/server restriction. Testing a simple message without an attachment helps narrow the problem.
If you recently changed the Microsoft or email-account password, the desktop app may still have an older credential stored. Re-authentication should happen through the legitimate account window; you should type your own password and verification code.
